Home Climate Control Remote is now available from Google Play, for any phone or tablet running Android 4.3 (Jelly Bean) or above, built on and backported from Android 8.0 (Oreo).

The whole Home Climate Control ecosystem relies on account security features offered by Google and hence requires permissions to access them.
Going slightly deeper - it actually needs GET_ACCOUNTS permission to choose which account to use for authentication, but that one belongs to CONTACTS group, and due to the mechanism Android uses since API level 23, that's the one being requested.
